What ASTM F963 means in the United States
ASTM F963 is a comprehensive toy-safety specification. U.S. federal law makes applicable provisions mandatory for children’s toys under CPSC jurisdiction. The responsible manufacturer or importer may need third-party testing by a CPSC-accepted laboratory and a Children’s Product Certificate, depending on the product.
A laboratory report and a CPC are different documents. Importers should confirm who is legally responsible for certification and that the tested product matches the imported SKU.
How to review supplier documents
Compare product photos, model number, materials, colors, age grade, report holder, manufacturer, standard editions and dates. Check whether packaging, warnings and tracking labels meet market needs. A report for a visually similar product may be irrelevant if the filling or construction differs.
